Power today is vested in a number of different locations. Political power is fairly clearly organized in some parts of the world, whereas in others it is fragmented or virtually non-existent. Mega-corporations now wield more monetary power than some medium-sized states: who is calling the shots? Fragmentary and fringe groups like terrorist organizations are capable of waging war and yet present no face to the world. How are these problems like those of the past? How are they different?
